推動十二年國民教育是為台灣長久以來的教育問題提出另外一種解套。政府更希望一系列的計劃能促進教育機會均等及維護實際社會公平正義。「優質高中輔助計畫」為其中一項子計畫。本研究目的主要以筆者任教之個案高中為主，討論個案高中申請優質高中補助及運用情況，並探討高中優質化補助方案之運作模式是否符合教育機會均等理念。研究方法主要以個案高中申請優質高中補助之文件及教育部推動優質高中輔助方案為文件分析，討論此方案是否符合機會均等意旨；再以個案高中教務主任為個案訪談，深入了解優質高中計畫對於個案學校的影響及困難。而在分析文件及訪談後，發現幾點問題：(1)經費主辦單位及申請單位在補助款使用上初期無共識；(2)經費使用限制過多；(3)國立高中及完全中學優質化補助設定模式不同等。最後本文依問題提出建議，待往後繼續推動相關政策參考。

This study aims to focus on high quality senior high school program and try to explore both the application and outcome of current implementation of senior high school program through an authentic case, that is, from a school's perspective. The methodology used in this study is document analysis and interview. The study find some difficulty that the case school encountered such as no common view between the applicant and the authorized concerns, several restrictions of using the subsidy, and different features between National High School and Complete School.Finally, the author will try to bring up some suggestions to the program.
