中文摘要
「淨評估」（Net Assessment）原是一套軍事能力分析技術，但隨著歷史的演變，舉凡科技、政治、經濟、社會等足以影響到國家安全的因素，都應是淨評估分析的目標。本文試圖透過國內外相關文獻，以綜合比較之方式，參考SWOT 分析與想定技術，對台灣能源戰略環境進行全面性的診斷與機會探索，藉以草創淨評估研究的範例，並試圖回答以下的問題：(1)台灣在當前能源戰略環境中所面臨之態勢；(2)未來能源戰略環境的演變趨勢與預測。
英文摘要
Net Assessment was a military evaluation and analysis technology.However, with time goes by, it’s been used on National Security related fields, such as social, political, economical and technical issues.The aim of this research is to perform a thorough examination of Taiwan’s Energy Strategic Environment and explore all possible opportunities. First, this study acquires data from available, related documents and uses SWOT technique plus Scenario Technique as references, then compares and contrasts the acquired information. Thus,this study will set an example for the use of Net Assessment in related fields. Also, this study attempts to answer the following questions: 1.Taiwan’s situation in current Energy Strategic Environment; 2. possible trend and projections of future Energy Strategic Environment.
