移民自古有之，近來由於全球資本流動的現象，更促成了愈來愈多的跨國移民。這些移民對民族國家的社會轉型，產生深刻的作用，其影響已經到了對它各種可能性構成再評價的時候，而公民身份在這樣一個重新評價中仍能起著重要的作用。本文主張的是一種參與權利結構，即實施一種對待移民更為積極的公民身份概念，這種討論可能已經超越了現實制度的層面，開始轉向強調道德話語的社會結構。在論述的過程中，我們將對公民身份概念提出一些競爭性的問題，除了對本文題旨進行必要的思考外，並對落實移民公民身份做出有限的建議。

Although immigration has occurred for several centuries, in more recent times the phenomena of globalization and the world-wide circulation of capital have facilitated an increasing amount of transnational immigration. In the social reformation of a nation-state, such immigration has a profound role, the influence of which has already been evaluated in the literature. However, the vital role of eventual citizenship for immigrants has received less attention. This article advocates a type of participation in the “right” kind of social stratification for immigrants, one which changes the emphasis towards morality. The aim of this article is to pose pertinent questions with regard to paths toward citizenship for immigrants and offer suggestions for expeditious implementation
