本研究旨在探討台灣地區二十四個縣市於八種犯罪類型之衝擊感受印象知覺，並藉由衝擊感受的印象知覺探討對縣市治安結構的影響，進而提出對應之治安策略。研究結果顯示，從犯罪聚集的角度來看，不同的縣市民眾對犯罪類型所造成的衝擊感受印象知覺具顯著差異，顯示出各縣市間的治安結構是截然不同的。犯罪類型屬性與治安結構間，不因人口密度、土地面積及都市化程度而有所差異，每一縣市有屬於自己的犯罪類型屬性，且犯罪類型屬性對治安結構所造成的衝擊，應以縣市為單位分別探討及擬訂治安策略。在各犯罪類型印象知覺上，仍以詐騙（財）及恐嚇取財案件為最多縣市民眾對治安結構衝擊影響印象最深的犯罪類型。在犯罪類型屬性上，可利用民眾的印象知覺，將同一屬性之犯罪歸納劃分為財產破壞型：毒品及竊盜；財產侵略型：恐赫取財及詐騙（財）；暴力破壞型：強盜搶奪、殺人及擄人勒贖；暴力侵略型：性侵害案等四類，有利於縣市政府針對犯罪類型提出治安策略。本研究應用跨層次分析解決資料跨層次結構的問題，以多元尺度分析的結果為各縣市成功定位出屬於自己的犯罪特性並提出治安策略分析模型，此將有助於警政單位擬訂治安策略及成為勤務規畫時之參考依據。

This study aims to explore the influence of eight types of crimes on the structure of public security from the perceptions of impact of crimes on general public who live in the twenty four cities and counties in Taiwan. Results revealed significant differences between the cities and counties for structure of public security, and the crime prevention strategy should be proposed according to local characteristics.This paper classified the crimes into four groups: the property destruction type;
the property plunder type; the violence destruction type; the violence plunder type,which will be a great help to police agencies in developing the public security strategy. Moreover, this study applies hierarchical linear model to resolve the problem which is the data with a structure of cross-level, and applies the method of multidimensional scaling to position crime characteristic with building a model of public security successfully. The results of this study well provide concrete advice
for decision maker of police agencies to refer to when establishing public security strategies.
