身心障礙者不易旅遊外宿，係國內旅館環境充滿障礙所致。就法而言，觀光局曾在《觀光旅館業管理規則》中明訂觀光旅館須酌設「殘障客房」；爾後，因法令變革，該規定改由內政部《建築技術規則設計施工編》第十章「公共建築物身心障礙者使用設施」所取代；惟該專章內容僅著重「公共建築」須設置輔助肢障者行動便利的設備、設施，並未擴及到其他障別之適用性或住宿等實質生活所需。本文採質性研究法，根據文獻及前導測試等過程，運用半結構式訪談大綱，針對11名醫師、建築師、社工、旅館管理等專業人士以及身心障礙者進行深度訪談，藉以探索旅館「無障礙客房」之現況，旨在敦促政府修訂現行旅館及建築標準，重視身心障礙者住宿旅館的權益。研究結果如下：一、鄰近各國推行旅館無障礙客房經驗豐富，足供我國立法參考。二、設置無障礙客房不僅是硬體建設，還需制度及服務等軟體建設。三、設置旅館無障礙客房，除有助於提昇企業形象與商機，更要顧及使者的感受與需求。

People with disabilities are not easy to travel or stay in the hotel because the environment of the domestic hotels are full of obstacles. For the aspect of law and regulations, in the laws are regulations of management of sightseeing and hotel industry that the Tourism Bureau agreed on that required the hotels should set “disabilities accessible rooms”. Later, because of the transformation of laws and decrees, that regulation is replaced by chapter ten of “The facilities of public building for people with disabilities”, under “the design and construction of building and technical specification”, that is set by Ministry of the Interior; but the content of that chapter only emphasized on how “public construction” should set up the convenient facilities or installations that can assist people with disabilities, it did not expand to other substantial applications or hotels for disabilities. This study adopted qualitative research and focused on the documents and the processes of pioneer test, using the semi-structured interviewing outline, encountering eleven professionals, including doctors, architects, social workers, hotel managers, and people with disabilities, to carry out in-depth interviews, so as to explore the current situation of “disabilities accessible rooms” of hotels, the purpose is to urge the government to revise the current hotel and construction standards, and respect the rights and interests of the people with disabilities staying in hotel. The results of the study found out the following: Neighboring Asian countries are experienced in carrying out the hotels with disabilities accessible rooms, which provide references for our country to legislate. Installing disabilities accessible rooms is not only about the tangible construction, but also about the intangible construction such as system and services. Installing disabilities accessible rooms is not only contributive to promote the enterprise's image and business opportunities, but also needs to take into account of the users' feelings and demands.
