中文摘要
1984年我國的第一部特殊教育法誕生後，特殊教育正式邁入法制化，使我國各項特殊教育實施得以依法行政，奠定了我國特殊教育的法制基礎。2009年我國特殊教育法第二次修訂，其目的在實現充分就學，適性揚才，這次修法展現三大特色－尊重專業與專業團體、充實身心障礙者教育與建全特殊教育體制，使我國特殊教育邁向世界先進國家之林。
英文摘要
The purposes of The Act of Special Education revised in 2009 are to accomplish the full education and to find the potential of students with disabilities. This revision demonstrates three major characteristics: respect the profession and professionals, accomplish the full education for students with disabilities and build up the systems of special education, which makes the special education in Taiwan keep pace with other countries.
