中文摘要

本文採用教育詮釋學方法,進行當前歐盟教育政策之探究。首先說明當前歐盟教育政策的背景,接著分析當前歐盟教育政策的內涵,然後評價當前歐盟教育政策的優劣得失,最後提出當前歐盟教育政策對我國教育的啟示,作為我國擬定教育政策的參考。歐盟是基於區域整合與經濟成長的理念而成立,持續倡議跨國的整合型教育與訓練政策,希望創造公平合理和文化融合的社會,使歐洲在2010 年成為「世界上最具競爭力知識經濟實體」的目標。主要的方案包括康美紐斯計畫、伊拉斯謨斯計畫、達文西計畫、格倫德維希計畫、橫向計畫和莫內計畫等,具體的實踐策略有利用白皮書與強化資源整合來逐步落實終身教育的目標、培養多元語言文化素養以推進合作交流、利用網路科技達到全球知識與資源共享的理想。當前歐盟的教育政策具有計畫明確周詳、資源有效整合、配套措施完善、教育經費充裕、倡議多元文化和善用網路科技等優點,但是也存在
著教育制度差異、機構人員參與不足、利益對立衝突等問題。儘管如此,當前歐盟的教育政策依然具有許多優點,可以作為我國建立產學合作的體系、制定語言教育政策、創新教育與訓練制度和提升我國競爭力的參考。

英文摘要

This study adopts method of educational hermeneutics to investigate current educational policy of European Union. First, to explain background of current educational policy of EU; Then, to analyze contents of current educational policy of EU; Following, to evaluate advantages and disadvantages of current educational policy of EU; Finally, to post
implications of current educational policy of EU as reference for establishment Taiwan’s educational policy. The EU has been dedicated to regional integration and economic growth.It initiates integrative education and training policies of cross-nations. EU hopes to create a
fair, rational and culture integrative society, in order to reach the goal that it can become the most powerful knowledge-economy group in 2010. The main programs include Comenius,Erasmus, Leonardo da Vinci, Grundtvig, Transversal and Jean Monnet. Concrete strategies of practice have usage of white paper and integration of resources to reach the goal of life long education, cultivation of multiple languages and cultures to boost cooperation and exchange, application of internet technology to reach the idea of global knowledge and resource share. Current educational policy of EU has many advantages, such as programs are
exact and complete, effective integration of resources, related plans are properly, educational finance is abundant, initiation of multiple cultures, good usage of internet technology. But it has also some problems, such as different of educational systems; institutional members
doesn’t join enough; conflict between different interests. Although, current educational policy of EU has some problems, but it has also many advantage. It can as reference for Taiwan to establish cooperative system between industry and school, to make educational policy of language, to innovate education and training system and to promote competition ability of Taiwan.
