本文以基層教師之觀點,探討教師領導理論在現今教育情境中實施的困境,以及促進教師領導的策略。文中指出:中小學校園正面臨各類教育新舊問題的挑戰,在強調增權賦能、學校本位、民主參與、教育鬆綁、權力下放與績效責任的時代潮流下,應讓教師扮演共同擔負學校經營的領導責任。然實際推展上則面臨教師、行政、學校文化、主管機關及外界等各方面的困境,須經由法規建立、觀念改變、教師專業社群、專業進修、同僚領導、教師分級制度、行政教師界線模糊化、教師反思等策略,以期發揮教師領導的功能,有效提升學校效能,增進學生學習品質與成效,因應國際社會競爭。
The essay detected teacher leadership idea, development, practice, difficulties and inspiration in nowadays education situations from the perspective of teachers. Schools are confronted with various educational issues such as empowerment, school based, democratic participation, education deregulation, devolution and accountability. Teachers need to share the responsibilities of school management. But school administrations also encountered a lot of difficulties from teachers, organizational culture, governmental authorities and community. We can take these strategies -- establishing regulations, changing concepts, organizing teacher professional community, continuing education, collegial leadership, teacher grading system, blurring boundaries between administrators and teachers and teacher reflections -- to develop teacher leadership, to promote school effectiveness, to enhance the quality and effectiveness of student learning, and to response to the international competition.
