從事灌溉排水、利水治水等農業與水利等工程，自然與「水土保持」有關鍵性心，其間又奉派代的相連通。筆者自然地對水土保持有了特別之關表水利局參與「山坡地緊急災害防治小組」從事務性工作，因而特別對「水土保持」具有興趣與關心。為此長年來之工作，想提供一些經驗談與將來之方向與理想，希望「水土保持」工作之全面展開與發展。尤其對全面性的，或稱「全流域」為對象的、廣義性的「水土保持」寄予特別的關懷。就是要「從環境保護觀點來看看水土保持」。同時談一些「後顧探討與前瞻理想」。希望能有一些參考價值。
