Due to the lack of regulatory management of the use of newly developed chemicals in Taiwan, there is a possibility that new chemicals could adversely affect worker health and cause environmental damage. The objective of this study is to propose an implementation system for new-chemical notification that is suitable for Taiwan.
This study gathered and analyzed information on new-chemical management systems from advanced areas including Japan, the European Union (EU), Canada, the United States of America, the Republic of Korea, and China.
Several suggestions were generated as a result of the study: the establishment of a domestic existing-chemicals list; implementation of a notification process prior to the import, manufacture, or use of new chemicals; installation of an interdepartmental single entry point of notification for corporations; institution of well-established regulations for the protection of business confidentiality; and upgrading of the ability of domestic laboratories to generate scientific data on
chemicals.
The development of a new-chemical notification system is vital to the safe management of chemical use, and to compliance with the United Nations SAICM (Strategic Approach to International Chemicals Management). A sound and safe system for managing the use of chemicals is also crucial to the protection of worker health and workplace safety.
