本研究之主旨乃是在探討標竿管理,並嘗試應用於學校經營上面。標竿管理包含三種類型:內部性標竿管理、外部性標竿管理與通用性標竿管理。標竿管理有十項功能:提高組織績效、引發組織間的學習、促進組織持續改進、滿足顧客需求、協助組織設定目標、增強組織競爭力、改變組織文化、改進工作流程、組織管理彈性化,以及降低組織成本。標竿管理有五個步驟:決定向標竿學習什麼、形成標竿管理團隊、尋找標竿學習夥伴、解析標竿學習資訊、採取改革行動策略,以及持續改善與學習。最後,提出應用在學校經營上的策略。如下所述:一、選定標竿對象來學習;二、組成學校標竿管理團隊;三、實施學校策略聯盟;四、進行學校特性分析;五、統整學校資源;六、建立學習型學校。

英文摘要

The main purpose of the study is to explore benchmarking management
and try to implement in school management. The benchmarking management
contains three types: internal benchmarking, external benchmarking and
generic benchmarking. The benchmarking management has ten functions: to
raise organization achievements, to initiation organization learning, to
promote organization to improve continually, to satisfy customer need, to
help organization to establish the goal, to enhancement organization
competitiveness, to change organization culture, to reform work flow, to flex organization management and to reduce organization cost. The benchmarking management has five steps: to determine what to benchmark, to build benchmarking team, to search benchmarking partners, to analyze
benchmarking learning information, to adopt the reform actions and to
improve and learn continually. Based on this study, six suggestions are made as follows:1.Designate the benchmarking object to learn;2.Form the team of benchmarking management school;3.Implement the school strategy
alliance;4.Perform the school characteristic analysis;5.Integrate school
resources;6. Build the learning school.
