中文摘要

為有效防治颱風豪雨所導致之土砂災害,以集水區治理概念對台北市山坡地集水區進行規劃、設計與整治,將可提昇台北市山坡地水土災害防治成效。但面對為多達119 處的溪溝集水區,如何
進行集水區整治分級乃成重要課題之ㄧ。本研究首先透過相關文獻歸納出五個評估構面與13 項評估指標的集水區治理評估模式後,接著以分析階層程序法(AHP)問卷取得31 位專家學者對於各指標之偏好權重。經過相關圖層資料蒐集以及GIS 分析而取得各集水區評估指標現況後,利用偏好序列結構法(PROMETHEE)產生集水區優先治理排序。根據排序淨優勢值之分佈,本研究最後確認9 個優先治理、37 個重要治理及73 個一般治理等三種分級集水區。

英文摘要

To effectively mitigate the soil hazards caused by typhoons,the planning, design, and application of the watershed-based management are the essential components for the Taipei government. Therefore, the
management priority classification of the 119 creek watersheds is an
important and key issue to deal with. In this study, 13 evaluation factors
of five categories are concluded from the related literatures for the priority model. The weights of these factors are calculated based on the return AHP questionnaires of 31 experts from three kinds of profession, i.e.scholar, professional engineers, and public sector officials. The current conditions and values of those factors for all 119 creek
watersheds are identified through the related layers and GIS analysis. With PROMETHEE, the management priorities of all the creek watersheds are
recognized based on the values of net outranking flow. Finally, 119
creek watersheds are distributed into three classes of management
priorities: 9 basins for top priority, 37 watersheds as important watershed,73 watersheds of general concern.
