華山地區近年來積極進行休閒農村轉型,包括主辦「台灣咖啡節」活動,塑造古坑華山地區為「台灣咖啡的故鄉」,將咖啡變為華山地區之產業特色,並在2007 年當選台灣地區十大經典農村。華山地區在數年之間,於桂林及華山兩村一帶,沿著山路設立數十家咖啡店、餐廳及民宿,然觀光遊憩景點開發之環境風險度,應屬目前之重要課題。本研究係結合模糊理論、多目標決策之階層分析法及自然環境因子,探討古坑華山地區觀光遊憩景點(咖啡店及民宿)開發之環境風險度,以作為坡地農村休閒遊憩景點開發之參考。評估結果顯示,該地區經營咖啡店或民宿之遊憩景點共有82 處,其中位於高環境風險區之遊憩景點有19 處,其散布區位集中於華山溪出口處附近,除位於地質或土壤強度較弱區位外,大都緊鄰河川兩側及鄰近土地利用以道路及建物為主,中環境風險區及低環境風險區之遊憩景點各有30 處及33 處,而中環境風險區之遊憩景點分散在高環境風險區之週邊,低環境風險區之遊憩景點則大都遠離河道兩側、鄰近土地利用為農田或林地、以及地形較平緩之處。本研究建立之環境風險度評估模式,可作為坡地農村休閒遊憩景點開發及經營之參考。

英文摘要

Recently, Hwasan area in Gukang county has positively transformed into leisure farm village, including hosting the activity of “Taiwan Coffee Festival”. By these activities, Hwasan area was molded into the hometown of Taiwan coffee, and won the top ten rural villages in 2007. Coffee has become an important feature of local agriculture. During the past few years, dozens of cafes and hostels have been set up along roads at Guilin and Hwasan villages. Therefore, environmental risk assessment for the development of tourism and scenic spots at farm village become an important issue. In this study, fuzzy theory and analytic hierarchy process coupled with environmental factors were used to establish the model of environmental risk to assess tourism and scenic spots at Hwasan area for the reference the development of farm village on slopeland. The analyzed results indicates there were 19 tourism spots belonging to high environmental risk among 82 tourism spots, where were distributed around the Hwasan bridge with weaker geography and soil as well as near riverside and roads or building of land uses. There were 30 and 33 tourism spots belonging to average and low environmental risk,
respectively. The former were irregularly distributed around the spots with
high environmental risk, the latter were distributed away from riverside,
gentle slopeland with forest or farm of land uses. The established model
can provide useful information for the reference of development and
management at tourism and scenic spots of farm village on slopeland.
