中文摘要

TTQS為台灣近年來推動人力資源開發的重要策略。本研究以單位規模、規劃單位及是否首次申請為控制變數,並設定影響企業申請企業人力資源個別型計畫參與的主要因素為外在環境、內部因素及申請流程三大項,另以非連續性選項及開放性文字敘述方式同步進行相關問卷調查,俾瞭解政府推動97年度個別型計畫的活動辦訓意願問題及其要因。研究結果發現提升員工能力、評核委員給予申請單位的計分及核銷作業的簡繁程度為影響個別型計畫申請意願的主要因素。另也發現事業單位並不會因為時間的關係影響個別型計畫的申請意願、經濟景氣的好壞對企業辦理訓練只有相對的影響,並沒有絕對的影響;事業單位希望經由辦理訓練提升員工工作能力,以增加企業競爭力,除非擴大辦理訓練規模時才會受到補助款多寡的影響等。

英文摘要

TTQS (Taiwan Train Quali System) has been one of the important strategies for enhancing human resource development in Taiwan these years. For understanding the problems and causes of training's willing on individual business plan activity promoted by the Government, this study which designs the factors effecting enterprises to apply human resource individual plan including external environment, interior factors and apply process. The outcomes of this study find that the major factors of apply willing on effecting individual business plan are upgrading employee’s competence, the scores made by evaluating committees and governmental accounting process. This study also finds that the willing for businesses applying individual business plan is not effected by the timing of application. The economic prosperity has relative effect, but has no absolute effects on enterprise training. The businesses hope to upgrade employee’s competence and organizational competiveness by means of training. However, the enterprise training will effected by the governmental subsidy amount when the training scale has been enlarged.
