英國非政府機構於過去二十五年來一直為違法者提供服務。本文根據作者的研究心得，勾畫出英國非政府機構所扮演的角色。本文特別指出非政府機構於新自由主義後，面臨刑罰市場化之身分認同、獨立性、及定位等各方面的挑戰、後果，及對多元性服務這傳統角色之影響。本文提出非政府機構經歷的「使命變動」及未來可行的解決方案，並探討政策上的改變及經濟困局對非政府機構前景所構成的影響。本文最後總結及展望非政府機構於二十一世紀所面對的課題。

Drawing initially on the author‘s own research, this paper will map the increasingly key role that the voluntary sector in UK has played over the
past 25 years in supporting work with offenders; highlighting a number of challenges to its identity, independence and place in the policies of neoliberal marketisation of punishment; the consequences arising directly from that growth and diversification which challenges traditional roles and relationships, the paper identifies a certain ‘mission drift‘ and its potential future ramifications; the paper then looks briefly at new prospects for the voluntary sector resulting from a change of government in a time of deep financial austerity and concludes with a focus on the key issues facing such services in the 21st century.
