沒人會否認環境對個體成長之重大價值；同理，也無人會否認「友善校園」是達成「教育目標」之重大關鍵。然而，目前台灣的國民中小學校園霸凌案件卻層出不窮，嚴重干擾教師的「教」與學生的「學」。鑑此，營造國民中小學「友善校園」乃為當前國民教育之重大政策。反省當前國民中小學「校園不友善」之成因，最主要因素包括政府、家庭、學校與社會四面向，是以如能針對此四層面以力求改善，針砭時弊，對症下藥，則「友善校園」乃指日可待！

This article focuses on the serious problem of campus bully happening in Taiwan lately. Nobody can deny the truth that friendly campus is an important key to fulfilling educational goals. The main factors contributing to a friendly campus include government, family, school and society. So long as we can have these four factors improved, there is a great hope to build friendly campuses.
