邁向學習社會的過程中,發展終身學習關鍵能力乃是個人、組織與社會提升競爭力的必要策略。聯合國教科文組織、經濟合作發展組織以及歐盟等國際組織均強調,終身學習者的培育及學習社會的發展,均應回歸到個人終身學習關鍵能力的培養。有鑑於終身學習關鍵能力的發展乃是國際潮流所趨,且為邁向學習社會之所需,本文以終身學習關鍵能力的架構內涵與發展策略為探究主題,主要研究目的共有三項:一、分析終身學習關鍵能力的概念與特性;二、整合建構終身學習關鍵能力的層面與架構內涵;三、提出終身學習關鍵能力的發展策略。本研究為達成上述各項研究目的,採用文獻分析與文件分析法,進而歸納出以下各項重要結論:一、終身學習關鍵能力乃是從事終身學習所需具備之各項核心能力,涉及一系列多元面向的學習能力組合,每項能力均涵蓋知識、技能與態度三項層面。二、終身學習關鍵能力涵蓋個人成為終身學習者的多元能力、兼重學習歷程與成效運用、終身培育與發展的歷程、提升公民社會參與以及促進個人實現與社會發展等多項特性。三、經由UNESCO、OECD與歐盟終身學習關鍵能力架構的分析整合,所統整建構之終身學習關鍵能力共涵蓋五項層面、28項具體能力。四、終身學習關鍵能力的發展涉及教育政策、學習者、學校以及社會各主要層面,並且涵蓋多項重要發展策略。

英文摘要

For a society to develop into a learning society, developing key competences for lifelong learning is a necessary strategy for enhancing competitiveness for individuals, organizations, and society alike. The UNESCO, OECD, European Union, and other international organizations have all stressed that cultivating lifelong learners and developing learning societies should be based on the cultivation of key competences for lifelong learning. Since the development of key competencies for lifelong learning is becoming an international trend, and since it is a sine qua non for a learning society, this research focuses on the investigation of the framework content and the development strategies of key competences for lifelong learning. The main purposes of this study are to analyze the concepts and characteristics of key competences for lifelong learning, to construct the aspects of the framework content of key competences for lifelong learning, and to explore the development strategies for the key competences for lifelong learning. This study uses literature review and documents analysis to achieve the above-mentioned research purposes. Four main conclusions are drawn from the study. Firstly, key competences for lifelong learning are multi-combinations of learning abilities, and each competence covers three dimensions, namely, knowledge, skills, and attitudes. Secondly, key competences for lifelong learning encompass multiple abilities for individuals to become lifelong learners,emphasizing both the processes and the applications of learning, stressing lifelong cultivation and development, raising citizens' level of social involvement, promoting self-actualization and social development. Thirdly, through analyzing and integrating the key competences proposed by such international organizations as those listed above, a new framework of the key competencies for lifelong learning is developed, which encompasses five aspects and 28 specific competences. Fourthly, the development of key competencies for lifelong learning involves educational policies, learners, schools, and all major levels of the society. It also involves a large number of important developmental strategies.
