親職素養與家長參與子女的教育,是培養社會中堅與國際人才,以及提升國家競爭力的重要希望工程。台灣的家長關懷孩子,並熱心配合學校共同培育孩子的優良傳統,隨著經濟與社會的高度繁榮,以及家庭倫理的式微而逐漸產生嚴重的質變。反觀美國,在前教育部長芮理查的回歸家庭倫理、提倡台灣模式的親職素養與家長參與教育政策下,整體教育與社會品質逐漸改觀。本文呼籲重建台灣原以為傲的家庭倫理,從根本面倡導親職素養、鼓勵家長熱心配合學校輔導孩子,如此方可維繫教育品質,並杜絕當前日益惡化的校園與社會問題。

英文摘要

The widespread policy of parent involvement in education used to be the dominating social practice espoused by the vast majority of parents in the Taiwanese society, regardless of their educational levels and social status. This type of social consensus, however, has altered drastically side by side with the advancement of economic prosperity and social changes, including the gradual erosion of family ethics and traditional values, with a rapid increase of single-parent families as a result. Consequently, students’ learning performance is not as desirable as it used to be. Such phenomenon has also been attested by the latest PISA/OECD assessment of literacy. In contrast, most western countries have been actively accelerated the practice of parent involvement in education as well as family ethics. This paper attempts to analyze the rejuvenated education reform policy advocated by former U. S. Secretary of Education Richard W. Riley to justify the significance and impact of family ethics and parent involvement in education in a cross-cultural setting. It is thus suggested that Taiwan timely foster its educational excellence through restoring family literacy and parent involvement in education so as to ensure a competitive society in the international context.
