為減少未來颱風豪雨對集水區土壤沖蝕或崩塌所流失之泥砂直接流入庫區,探討集水區上游土砂處置對策至為重要,目前北區水資源局之各項減淤策略,除水土保持之工程方法外,就土砂運輸外運而言,一般係以道路運輸方式進行,惟集水區上游均位處偏遠地區,交通不便,土砂處置不易,且目前石門水庫集水區上游之淤積土砂年外運量(40 萬m3)約已接近道路運輸能力上限,爰本文探討各土砂處置可能方案(包含道路陸運、河床陸運、河床水運、河岸輸送帶、索道搬運、水力排砂及土砂就地利用等),並提出近程及遠程之建議方案,希冀提供各水庫管理機關研擬集水區上游土砂處置對策之參考。

英文摘要

The primary purpose of this paper is the deliberation of sediment treatment strategies which were important to reduce the amount of sediment yield caused by soil erosion and landslide in the upstream of
reservoir watershed during typhoon events. Excluding water and soil
conservation, the proceeded treatment of Northern Region Water Resources Office to reduce the deposited sediment was dredging.However, most sabo-dams are located in the upstream, where the transportation isinconvenient and the cost is too much. On the other hand,the bulk volume of annual dredging is 0.4 million m3, which is almost the limitation of the capacity in removing the dredging by trucks. Several possible plans were discussed in this paper, and some suggestions were also proposed as the reference for executive administrations in the treatment of deposited sediment.
