本研究發展一個創新二階段的生產程序模型，藉由資料包絡分析法 (data envelopment
analysis) 衡量科技專案之「研發效率」與「技術擴散能力」。除此之外，本研究應用規模報
酬區域模型進行科技專案歸類並且在資料包絡分析模型內採用變數逐步遴選的方式探究關鍵變數對科技專案績效的影響。進一步，本研究也採用新的觀點整合科技專案之「研發效率」與「技術擴散能力」建構決策矩陣。最後，本研究針對科技專案績效改善提出建議，以提供政府及科技專案管理者參考。
英文摘要
This study develops an innovative two-stage production process including ‗R&D efficiency‘and ‗technology diffusion capability‘ using data envelopment analysis (DEA) for assessing the operating performance of Technology Development Programs (TDPs). In addition, this study
applies the returns to scale DEA model to classify the TDPs and takes stepwise selection of variables in DEA model to explore the critical variables that impact on the TDPs performance.Moreover, this study also takes a new perspective to construct a decision matrix by combining
the‗R&D efficiency‘ and ‗technology diffusion capability‘. Finally, this study presents suggestions to the Government and TDP mangers for improving the performance of these TDPs.
