文章探討中國大陸與台灣兩岸經濟合作架構協議(ECFA)簽署後，台商在中國大陸及東協國家投資佈局策略分析。文章建議台商依大陸各區域經濟發展優勢，結合為一個經濟成長體，依產業國際產品生命週期特性，參考供應鏈管理理論，在當地尋找適當生產群聚部落，與上中下游廠商策略聯盟，結合市場通路，創造優良品牌產品，兼顧內銷與出口，開闢東協國家市場，與大陸當地廠商共創雙贏。文章也建議台灣政府參考中國大陸十二五規劃對內地各區域經濟發展的政策，以「台灣館」為平台基地，結合當地資源形成產品供應鏈，整合在地台商資源，培養東協國家經貿人才，與大陸新經濟發展區域，形成新“雁首”，開闢行銷優質“Chiwan”產品至東協國家及世界市場，是為主要結論建議。

In this paper, we use the theory of supply chain management to make some suggestions to the authorities of cross-straits governments. We also use the smile curve theory to suggest the Taiwanese businessmen’s industries to upgrade their products quality and to create their own brand in the
products marketing. Besides these suggestions we also suggest the authority can duplicate the economic model based on marketing incentive in ASEAN countries to attract more Taiwanese businessmen to participate in order to get the win-wins result for cross-strait governments and people.
