中文摘要

本文透過歷史研究法與文獻分析,首先分析台灣國民教育階段校園規範之演變,探討影響校規演變之相關因素,以及民主化後臺灣教育法制與校規改變之歷程。其次,針對校規之發展背景,分析其對校園文化的影響。第三部份則探討校規之教育性意涵。整體而言,我國校園規範之發展,係由國家教育權與義務本位觀,逐漸朝向國民為教育權之主體以及權利義務觀的方向發展。校園的民主化與整體教育法制及文化政治相互影響,校園規範的演變促動了校園文化的改變,在民主化的進程中,受到民主、人權思潮的影響,顯現出「人」的自覺與反省與大環境的相互辯證關係。

英文摘要

The study first utilized the historical research methods and literature analysis to explore the tendency of the evolvement that the school regulations in public education and the relations between the Taiwan’s democratization and the educational laws.Secondly, analysis the development background of the school regulations and campus culture. Finally, to explore the educational meaning of school regulations.
In conclusion, the development of the school regulations in the beginning are dominated by nationalism and compulsory, then gradually trends to protection of the right to education and human dignity. In fact,
educational laws, campus culture and democratization of campus are mutual influence. The development of school regulations promotes the change on
campus culture. In the process of democratization, influenced by
human rights thoughts and democracy, display the dialectical relation between people’s conscientious and environment.
