本研究的目的在討論身心障礙者與老人這兩個群體長久被國內福利服務系統分別看待的情形,並且在福利輸送上可能出現的矛盾。首先,本文先說明身心障礙人口定義的理論轉變和社會福利指標中的「可近性」。再進一步以英國直接服務支持架構與台灣現階段的福利輸送情形為例,闡述服務可近性在福利政策中的意義。本文以文獻探討與政策比較法為論述依據,從四個面向呈現分析結果:1.身心障礙人口之定義與機制、2.台灣身心障礙者老化之照護服務現況、3.英國照護福利服務輸送-直接支持架構及 4.以可近性為指標論福利政策規劃。從英國的政策經驗,本文發現公私部門服務整合將是服務可近性的關鍵。因此,規劃老年身心障礙者的照顧政策可考慮從目前即將要開辦的長期照護保險,來思考國家如何將資源分配公平性的理念加以落實。

英文摘要

The main purpose of this study is discussing about the paradox of social welfare service delivery system between disabled and elderly people. These two populations have been defined as two totally different groups for a long period. For the purpose, the first part of this study illustrates the history of disability definition theory, and the concept of ‘accessibility’ in the context of social welfare indicators. Further, this study will explain the meaning of service accessibility of welfare policy by UK’s direct service scheme and also the welfare delivery situation in Taiwan. The overall discourse depends on literature review and policy comparative methods. Results are shown as four themes: definition and mechanism of disabled population, recent care service of aging disabled people in Taiwan, the direct support scheme of care service delivery in UK, and making welfare policy by the indicator ‘accessibility’. Through the analysis of UK’s experience, the key point of improving service accessibility is the cooperation of public
and private service departments. It could be a solution to think about the resources allocation, and the equality mechanism on care policies of aging disabled people through the long-term care insurance policy.
