全球化現象的產生對於世界各國與城市在政治、經濟與文化方面造成一定程度的衝擊。同時也導致各國之間互動關係更加密切以及互賴程度的增加。國際運動賽會的舉辦也在此背景之下朝向多元發展。本研究以台北市成功申辦2009 年聽障奧運為例，透過官方出版品與立法院質詢紀錄、半結構式訪談，探討國際大型運動賽會申辦到籌備過程所面臨問題。研究發現台北市舉辦2009 年聽障奧運所面臨的議題是台灣首次辦理國際大型賽會，在各項籌備工作與資源統合上經驗不足。聽障奧運籌備處所遭遇在行政工作與經費運用及各單位協調上，將成為未來我國申辦亞運或奧運的重要參考指標。

In the era of Globalization, the multi-interaction among countries provides significant impacts and influences, in terms of political, economic and cultural dimensions. Sports Mega-events at the same time play an important role to this flow of development. This study has sought to address the nature of Def Olympic Games 2009, in particular the bidding and staging process. In order to understand the development for the Games, politicians ‘perceptions provide a useful empirical picture. Other data sources employed included government and Legislative Yuan report. The study found the Organization Committee absent on the experience of financial management, administrative affairs and communication among different committee. This would be positive to be a
reference for the next bidding for East-Asia Games and Asian Games. The
