中文摘要

本文試圖藉由對坪林交流道開放爭議的探討,瞭解政府政策執行時,官僚人員面對本身專業化與公民意見相衝突之際,對於組織學習的影響。亦即,在此情形下,究竟何種因素會實際影響組織學習。本文主要透過組織學習中的行動理論觀點,以問卷調查實際施測於政策執行人員,藉以驗證影響官僚人員在組織學習上的關鍵因素。本文首先透過對組織學習各論據觀點的歸納,藉以說明本研究為何採取組織學習中的行動理論觀點,並引介行動理論的基本概念,以建立路徑模型與假說;並據此發展實際施測量表,調查參與規劃與執行坪林交流道政策的相關機關單位,以驗證前述文獻所提出之路徑模型;最後,本文將就實證結果,研提政策建議,以提供政府在政策執行時如何進行組織學習之參酌。

英文摘要

To get a whole picture of organizational learning situation for the
professionalism-public opinion conflicts in Pinglin Interchange Policy. This study aims to test and verify key elements that affect organizational learning under professionalism-public opinion conflicts. Thus, this study endeavored to discover key elements that affect the behavior of bureaucracy in organizational learning by investigating the implementation-takers of Pinglin Interchange Policy through the
questionnaires.This study started with inducting multiple perspective of organizational learning, so as to (in order to) explain why this study uses perspective of action theory of organizational learning, and establish a path model through action theory.Questionnaires that were filled out by the implementation-takers of Pinglin Interchange Policy are developed according to the path model of organizational learning. The quantitative results were used to examine the path model synthesized in relevant literature.This study will propose recommendations of learning policy implementation to the governments according to the empirical research outcome.
