配合「募兵制」及「精粹案」未來後勤發展,國軍將全面檢討現行後勤體制與組織架構,滿足作戰需求。並以後勤核心需求支援為導向,導入效益後勤策略,配合國內產業意願及能力,建構「快速後勤支援、精準後勤管理、有效後勤決策」管理機制。掌握軍、民資源,整合後勤資訊,提升後勤作業效率,有效達成國軍防衛作戰任務。而管理成效的良鼠,除了取決於人才的素質外,資源分配與資源、管理機制的設計亦為重要的課題。本研究像以導入效益後勤策略為研究背景,採用學者司徒達賢所提出「策略矩陣分析法」的整合性策略分析工其,以聯勤汽基廠轉型為產品支援整合者的發展策略為個案,確認策略問題,實施策略描述、方案選擇與行動計畫展開等的研究分析;本研究得到最後的結論是建構汽基廠轉型為產品支援整合者關鍵策略之策略矩陣,提出擬訂功能政策及行動計畫。行動計畫結論摘述如下:一、建立完善福利制度,吸引專案管理人才及高知識修護人才加入,以增進修護人員素質,進而創造多元化服務。二、產品支援整合者有能力並願意提供技術支援,派員協助野戰段及單位段建立能量,掌握保修單位作業窒礙,協助解決問題,建立專業形象。三、發展資訊管理系統,並擴大下授聯保廠各系統維修能量,整合各保修單位人力資源。四、引進新式機(儀)其並運用現有其規模翻修設備(馬力試驗機),從事引擎大量翻修,降低修護成本,減輕維持預算。五、積極投入軍品研發工作,創造可以長期依賴的競爭優勢。六、落實效益後勤政策,完善合約管理,以吸引國內廠商參與軍品生產、維修工作,提昇軍品修製能力。

英文摘要

In response to the I All volunteer system J and I Downsizing program J,ROC military will thoroughly examine the current logistics system and organizational structure so as to meet the operational requirement. Moreover, considering the core logistics support requirement as well as domestic industry willingness and capability, it is expected to introduce the Performance Based Logistics (PBL) strategy aiming at responsive logistics support, precise logistics management, as well as optimal logistics decision management mechanism. By making good use of both military and civilian resources, as well as integrating logistics information, logistics operations efficiency can be promoted, which leads to effectively accomplishing the ROC military defense operational mission. The management effectiveness not only depends on the quality of workforce but also the design of resource allocation and management mechanism. This study is based on the context of introducing PBL strategy. By adopting I Strategic Matrix Analysis J approach, the transformation strategy for combined logistics vehicle depot to become an product support integrator (PSI) is studied. The analytic process incorporates identifying strategic problems, conducting strategic description, selecting altematives and deploying action plans. The final research results include establishing the strategic matrix regarding how combined logistics vehicle depot can be transformed into PBL product support integrator effectively and proposing functional policy together with action plans. The focus of action plan includes the followings: 1.To establish comprehensive welfare system, and attracts the project management and skillful repairing elites to facilitate creating diversified services. 2. To build up capability and provide technical support, assist in establishing intermediate and organizationallevel capability, as well as offer advices on problems faced by maintenance units in order to establish professional image. 3. To develop information management system, delegate more repairing capability for intermediate repairing factory, and integrate human resource from relevant repairing organizations. 4. To procure sophisticated machinery and equipments, and utilize horse power testing facility to enlarge the engine repairing capability in order to reduce the repairing cost and sustainment budget.5. To actively devote to military materiel research and development and create the long term competitive advantages. 6. To
implement PBL strategy, enhance contract management, attract domestic industry to participate in military materiel research and development program and repairing work, resulting in promoting repairing capability.
