因應行政院衛生署2011年6月醫療機構設置標準與未來醫院評鑑基準之修訂,物理治療團體乃提出以下建議:(1)醫院設置標準中開業標準方面,新設立之各級醫院每75總病床應設置物理治療人員1名,不滿75床者,必須設置1名物理治療人員。物理治療人員超過3名(含)者,應設置至少具3年教學醫院資歷之物理治療單位主管1名;(2)每五年依社會需求與需要,修正設置標準;(3)醫院評鑑基準之合理建議為:醫學中心/區域醫院應符合每75總病床設置物理治療師1名。物理治療師超過3名(含)者,應設置至少具5年教學醫院資歷之物理治療單位主管1名;地區醫院應符合每75床設置物理治療人員1名,不滿75床者,必須設置1名物理治療人員。物理治療人員超過3名(含)者,應設置至少具3年教學醫院資歷之物理治療單位主管1名。理想建議則將合理建議之75床提升為60床。目前全台灣醫院平均每57床即有物理治療人員1人,因此本建議應為合理可行。

英文摘要

To respond to the coming revision of the Establishment Standards for Medical Institutions and the Regulation Standards for Hospital Accreditation of the Department of Health, Executive Yuan, a 2010 Task Force Group on Physical Therapy Manpower in Taiwan's Hospital System' was formed by the National Federation of Associations Physical Therapists Taiwan R.O.C and The Physical Therapy Association Republic of China (Taiwan) during the period from December. 2010 to February, 2011 in order to provide feasible estimation of physical therapy manpower of Taiwan for such revision. Through data collection and consensus meetings, and the consideration of various issues based on reality and ideal situations, the following recommendations on the physical therapy manpower requirement in the hospital system was made in the Medical Personnel Manpower Forum in Taipei in January, 2011. (1). For the Establishment Standards of Medical Institutions, new hospitals set up with provision of physical therapy services are required to have one physical therapy personnel per 75 total beds: those having less than 75 beds should employ one physical therapy personnel at least. For those having more than three (including) physical therapy personnel, a physical therapy manager post with a qualification of more than three year experience in the teaching hospitals should be provided. (2). Such establishment standards should be revised every 5 years to meet societal demands and needs. (3). In the Regulation Standards for Hospital Accreditation, the minimal requirement of physical therapy manpower in the medical centers or regional hospitals is one physical therapist per 75 total beds. A physical therapy manager post with a qualification of more than five year experience in the teaching hospitals should be provided when three or more physical therapy personnel are employed in the physical therapy services. Local hospitals with physical therapy services should have one physical therapy personnel per 75 total beds. Local hospitals with three or more physical therapy personnel should provide a physical therapy manager with a qualification of more than three year's experience in the teaching hospitals. For ideal condition, the physical therapist number increases to one physical therapist or physical therapy personnel per 60 total beds. There was one physical therapy personnel per 57 total beds in hospitals in 2009 in Taiwan. Therefore, the proposed standards by the task force group, one physical therapy personnel per 75 total beds, which is lower than the current status, should be realistic and applicable in Taiwan.
