中文摘要

本文主要透過系統性的文獻回顧,檢視自1980年到2010年間,政府視障就業政策是否對視障者的就業參與帶來實質的效果。本文以一系列的關鍵詞進行檢索,依據研究對象為視覺障礙者、年齡介於15~65歲之勞動人口、以台灣為研究場域等原則,自1,171篇文獻中納入9篇文獻進行分析。結果顯示並沒有相關的證據可以明確的表明台灣的視障就業政策有助於提升視障者的就業參與,除了保障視障者從事按摩工作外,其餘的就業政策皆適用於各類身心障礙者,無法顯示與視障者的就業有直接關聯性。由於針對視障者就業政策效果的評估研究太少,本文應是第一篇以系統性文獻回顧方法來進行評估,結果應視為一個初探性的討論,未來仍須有更進一步的研究。

英文摘要

The purpose of this paper is to review the government's employment policies on visually impaired through a systematic literature review from 1980 to 2010, and to confirm the effect about visually impaired person participate in employment activities. A series of keywords are searched in this article. Based on visually impaired subjects, aged between 15 and 65 years of labor force, and the study field in Taiwan, Nine articles were selected from 1,171 to analysis. The results showed that employment policies relevant to the visually impaired in Taiwan can’t prove to improve the visually impaired person participated in employment. In addition to providing the visually impaired in the massage work, all the rest of the employment policy is applicable to all types of disabilities, can’t be displayed with the employment of the visually impaired have a direct relevance. As evaluation of the effectiveness of employment policies about the blind too low, this paper should be the first to systematic literature review approach to assessment. The results should be considered as a preliminary discussion, and the future still need further study.
