本文旨在論述治理觀點對學校創新經營的啟示。治理觀點彰顯公部門從事改革思維的轉變態度,其途徑不再只是取法企業,而是結合共同管理的架構轉向公民參與公共事務改造的創新模式。當學校面臨日益增強的競爭壓力,而欲以創新經營為永續發展的新契機時,經營者必須慎思如何進行根本的、卓越的與超凡的創新等課題;惟現有的創新經營內涵,顯然多以維持性創新為本,對於公民參與、權力分享以及善治理想等治理觀點所促動的建設性創新與卓越性創新,則仍待深究。治理觀點對學校創新經營的啟示如下:一、由學校統理到公民參與、學區共治的全面創新;二、由維持性的學校創新到卓越性創新的區域治理;三、由法職權力控制、權力貫徹到多元的權力分享;四、以善治理想激勵善盡職責,使學校永續創新經營。將治理觀點融入學校創新經營的思維,可適度改善當前學校創新經營只侷限於維持性創新的困境,開展卓越性創新的新格局,並提升全面創新的績效。

英文摘要

The main idea of this paper is the inspiration of governance idea towards School Innovation Management. Aspects of governance shows that the public sector has reformed and changed the attitude of thinking, it no longer only emulates on enterprise, but also combines the whole body of co-management and transfers into leading citizens to participate in public affairs. When schools face increasing competitive pressure while trying to apply Innovation Management method as the sustainable development of the new turning point, of course, the operator must carefully consider the pros how to conduct fundamental, excellent and extraordinary innovation issues; however, the organization to strengthen the competitiveness of innovative management itself, is clearly still maintain innovation-oriented, and the focus for citizen participation in governance, power sharing and good governance point of view of revelation, is yet to go deep into discussion and research. Aspects of governance can provide schools with new concept of Innovation Management, which is as followed: First, the transformation from the school management to the participation of everyone and the comprehensive innovation way of ruling school districts; Second, from the maintenance of school innovation to the outstanding innovative regional governance; Third, from the force controlled and implemented only by the law to the multiple powersharing; Fourth, to encourage the righteousness of governance while fulfilling one’s duty and to maintain the School Innovation Management. Integrating the Aspects of governance into the concept of School Innovation Management may be an improvement to the current situation that School Innovation Management is confined to only maintenance of innovation. It would also broaden the scope of excellence and innovative management and enhance the overall innovation performance.
