這篇文章主要闡述在數位化學習及師資教育(ELATE)方案下,利用開放教育資源(OERs)支持非洲師資培育的發展。此方案採用工具取向來編製符合職前及在職教師主觀需求的內容。本文說明了ELATE團隊為了師資培育而發展開放課程之網站及光碟教材,並進行行動研究,及調查烏干達境內中學的教學資源的經驗。本文同時從Harland and Kinder's Model的角度,討論如何為資源不足的學校教育體系設計一套有效的數位學習方案。

英文摘要

This paper explores the use of Open Educational Resources (OERs) to support the development of teacher education in Africa in the context of the Elearning and Teacher Education (ELATE) programme. The programme takes an instrumental approach in assembling content that meets the perceived needs of pre-service and in-service teachers. This paper relates the experiences of the ELATE team in developing open content web and CD-ROM based materials to support teacher education, conduct parallel action-research and investigate the resource context of secondary schools in Uganda. The paper also discusses, within the context of Harland and Kinder's Model, the issues involved in designing an effective e-delivery intervention in the context of an underresourced schools system.
