人力不足的現象,早已存在我國就業市場,亦是各種產業都須面對且應積極解決的問題。傳統勞力的工作市場在高危險之環境下,無法吸引願意投入的勞工。專業性的工作又在待遇和工時的合理性與否,有時也難留著人才。曾幾何時,我國經濟發展主流的中小企業也在勞工爭取高薪,減少工時的雙重壓力下,紛紛將產業外移,尋找勞力較密集的國家投資,重建事業的第二春。因為傳統產業外移所帶來的立即性問題為,基層勞工找不到工作而失業了,又因政治因素考量,政府提出開放外勞來台的政策,容許各行各業因需求申請引進外勞。雖然外勞主要是替代傳統產業,或高危險性以及國人不願擔任的看護工作,但是,因外勞強佔這塊市場,連帶國人需要就業之人口便無法穫得工作機會。最近幾年,政府就“社區總體營造"的計劃列為社區發展的重點工作。因應人口老化的衝擊和趨勢,許多社區服務工作,除自治團體外,私立福利機構也都非常樂意參與社區發展的工作,故人力的支援也是需要的。因此公部門(public sector)和私部門(private sector)及第三部門(the 3rd sector)在取得合作共識下,成為全國總動員的工程之一。因此,在社區發展的計劃中,政府也擬出政策(如六星計劃)以及人才培訓計劃。期待在社區發展的計劃中,得到實質的成效,提供更多的服務給社區內之需求者和使用者。故本文所探討之人力的調配及派遣方式便成為服務部門所專注的重要議題。因此,許多人力派遣公司也因市場需求而產生。這些公司也注意到派遣人力的培訓、素質、忠誠度,以招來更多的商業機會。尤其在健康照顧的領域中,人力派遣公司便可藉其專長提供足夠已受訓的人力投入職場,在各蒙其利的情況下,福利機構和人力派遣公司便可攜手合作,創造更好的工作環境及服務品質,滿足使用者。

英文摘要

The phenomenon of manpower due had existed in our market of employment for a long time and a serious problem would be positively faced and resolved within the various business as well. A traditional working market is very difficult to attract willingly labors joining with works under a high risk environment. However, the professional position has to offer reasonable payment and working hours, otherwise the business is very hard to keep practitioners too. The medium-small enterprises were a main stream of economic development in Taiwan before long however, they had to move out their business, because employees required high wage and reasonable working hours, from here to other counties for seeking cheaper labors, reinvesting to build their business kingdom again.Out of employment occurring within the basic labors had become an immediate issue in the community due to the traditional business moved out, moreover a lots of migrant workers have involved in the working market according to the requirement of business, may be receiving migrant workers is a concern of politics but this is a policy of government. Migrant workers can substitute basic labors for taking high risk works , house keepers as well as disabled care but they have occupied with this market. The local basic labors is faced to compete with them, somehow basic labors will lose their job due to low wage and long working hours.
Recently, the public sector have set the “project of community health promotion” as key point work of community development, this is preparation for taking impact and tide of aging coming. There are various social service agents, individual groups, social welfare institutes glade to participate in the mission of community development. The manpower are required very urgently therefore, the public sector, private sector and the 3rd sector have to find out the corporation of consistency to carry out this project as one of the most important issues in Taiwan. In the plan of community development, the government must provide the policies such as “Plan of Six Stars” and plan of workers training hopefully, this project will fulfill a real achievement and to offer various opportunities of service to the demanders and users in the community.
Therefore, this essay is going to research the methods of manpower dispatching and adjusting, which will focus this subject as very important issue between the service agents. Depend upon it, the dispatched company is organized quickly and offers the needs to the manpower market. The manpower dispatched company not only implements the training programs for workers but also investigates the royalty, quality of manpower while they are working to reach more opportunities of business. The manpower dispatched company also offers practitioners and being trained workers to the market especially, in the range of social care. In situation of reaping profit between institutes and companies, they can work together hand in hand and we expect both of them will innovate a very humanistic working environment for care givers and warmest service to satisfy the users.
