中文摘要

避難據點規劃涉及避難疏散與避難安全,為都市防災空間系統重要一環,為發揮避難據點之防災避難功能,必須有效進行避難據點之區位評估。緣此,本研究運用最大覆蓋區位法 (Maximal Covering Location Problem, MCLP),以 SITATION設施區位分析軟體求最佳區位解,藉由地理資訊系統 (Geographic Information System, GIS) 空間分析與展示功能,建立屬性與圖面資料,同時整合台灣地震損失評估系統 (Taiwan Earthquake Loss Estimate System, TELES) 與Google Earth進行圖面展示,藉此居民的需求可以透過居民參與,有效反映於避難據點規劃,方便地方政府可以省時與省力,評估避難據點服務之安全性。

英文摘要

Urban disasters prevention system has considered the evacuation routes and shelters location in the plan. This study applies Maximal Covering Location Problem and uses location analysis software SITATION to find the optimum solution. Then Geographic Information System spatial analysis is used for location attributes database and TELES integrated with Google Earth is applied for display to public. Finally the residents demand is expected to reflect in optimum shelter location decision via public participation.
