本文參考經濟部中央地質調查所於95 年完成之「都會區及周緣坡地環境地質資料庫」圖資,完成土石流地質災害敏感區納入土石流潛勢溪流之可行性分析,檢討土石流地質災害敏感區溪流兩側50m 內總計大於一戶保全對象者,以及比對行政院農委會水土保持局公開的1,552 條土石流潛勢溪流,剔除已公開溪流後,即完成都會區周緣坡地新增土石流潛勢溪流建議清單,以嘉義縣大埔鄉西興村中心崙坑為例,說明3S 技術建立土石流地質敏感區現地易致災因子調查流程,首先採用遙測技術(RS)進行坡地災害判釋,透過地理資訊系統(GIS)套疊經濟部中央地質調查所1/25,000 比例尺環境地質圖進行災害潛勢評估,最後以GPS 進行現地調查完成複核與巡勘,通盤檢討溪流集水區內地質災害潛勢,綜合上述各項成果期能提供土石流防減災及風險管理參考。

This study aims to develop a procedure of incorporating debrisflow geological sensitive area into current debris flow potential torrents,that utilized information from environmental-geological database ofslopeland by Central Geological Survey and building distribution toidentified possible potential debris flow torrents. Review 50-meter bufferzone of debris flow geological sensitive area is more than a building, andexcluding the debris flow potential torrents by Soil and WaterConservation Bureau. Through spatial analysis and investigation of debrisflow geological sensitive areas were extracted, overlaying it with possibleexposures and identified list of possible potential debris flow torrents. Acase study of Zhongxinlunkeng River at Dapu Township of ChiayiCounty. We developed the investigation of vulnerability factors ofincorporating environmental-geological maps for establishing geologicaldisasters susceptibility assessment by using 3S technology. First, weinterpreted as landslide and debris flow on the satellite image weremarked. Then used GIS technique are incorporated with 1/25,000 scalemap of environmental-geological disaster to assessment disastersusceptibility. Finally, we investigated of vulnerability factors ingeological sensitive area of debris flow by using GPS. Taking theseaspects, the results could be utilized in improving debris flow hazardmitigation and debris flow risk management in the future.
