2006年,教育部為了迎接高齡社會來臨,公布了「邁向高齡社會老人教育政策白皮書」,並以落實老人學習權益、讓社會大眾瞭解老化、以積極的態度面對老化的正面價值,並於2008年在368個鄉鎮市區,結合各鄉鎮市區公所、公立圖書館、社區大學、各級學校、立案之文教基金會、社會福利團體、社區發展協會等非營利組織等場地,設置了樂齡學習資源中心。本研究探討新北市樂齡學習資源中心的實施現況,並採用模糊德菲術分析調查資料,設定出新北市樂齡學習資源中心評鑑指標體系權重。其中,管理創新為27.2%、課程師資為25.5%、軟硬體設備為22.7%、與學員參與及行銷宣傳為24.7%。本研究結果除可供政府或相關部門未來改善行政措施的參考依據外,並可提供社區與學校改善現有樂齡學習之課程設計、教學方法與社會資源之建議。

英文摘要

The Ministry of Education has published the White book of elders' learning in 2006, and in order to implementing the rights of elders to learn, and the understanding of aging with a positive attitude, Ministry of Education established Active Aging Learning Resource Center, cooperating with township District Office, public libraries, community colleges, social welfare groups, community buildings, etc. This study is tended to discuss the implementation of active aging learning resource center in New Taipei City, and using Fuzzy Delphi method to analyze the data and to make sure the weights of each aspect and indicator by normalization. The construct weights of aspects are management innovation (27.2%), course and faculty (25.5%), equipment (22.7%), and students participate and publicity and marketing (24.7%). The result of this study is not only to provide a base of reference for the relevant authorities to improve administrative affairs, but also to give suggestions to the communities and schools on how to improve curriculum designs, teaching methods, and social resources of senior education.
