從全球分工的視野來觀察，海峽兩岸的產業發展在諸多的面向上具有互補性，可以經由優勢互補，形成較具競爭力的產業鏈。但是，兩岸關係有著高度政治敏感性，使得兩岸產業合作出現諸多經濟效益之外的考量，同時，國家機關在產業發展中，應該扮演何種角色？發揮何種功能？介入到什麼程度？也是頗有爭議的課題。本文嘗試從政治經濟學的角度切入，以兩岸之間由官方支持的產業合作方案「搭橋專案」為例，分析兩岸產業合作所擁有的利基所面對的障礙，以及ECFA簽署之後，兩岸產業合作出現的挑戰和機遇

From the perspective of the global division of labor, industrial
development on the two sides of the Taiwan Strait are complementary in
many aspects. Complementary cooperation between Taiwan and Mainland
China will make production chains across the Strait more competitive.
However, cross-Strait relations are highly sensitive at the political level.Industrial cooperation between Taiwan and Mainland China involves
many considerations other than economic benefits. At the same time, the
appropriate role, function, and degree of state intervention in cross-Strait industrial cooperation is a controversial issue. This article applies political economy analysis to a case study of the Bridging Project
supported by the two governments, examining the advantages and obstacles to cross-Strait industrial cooperation. The author assesses both the challenges and opportunities facing industrial cooperation across the
Strait in the post-ECFA era.
