由於目前1/5000國家基本圖以影像圖爲主，向量資訊較少，且要修改國家基本圖的測製方式牽涉較廣，政府爲因應GIS使用者所需的數值式地圖，建置通用版電子地圖測製計畫。通用版電子地圖依經濟活動的程度分城區與鄉區兩種圖幅。城區圖幅爲比例尺1/2500，鄉區圖幅爲比例尺1/5000。基於大比例尺地圖的特殊性，本文在進行縮編係採用圖層過濾篩選及地物簡化（點、線、面特徵物）的方式合併處理，爲能充分發揮政府推動通用版電子地圖的目的，本研究擬以通用版電子地圖爲基圖，設計編繪1/25000地形圖之作業程序，祈能爲當今之GIS製圖提供應用參考。

Because the present 1/5000 national base maps are still dominated by the raster imagery more primarily than the vector ones and the involvements of their revision in technique aspects are broadly complicated, the government establishes mapping plans of general version digital maps for GIS users. The general version maps could be divided into city and rural categories depending on economic activities inside the areas. The city maps are scaled 1/2,500 and the rural ones 1/5000. Based on characteristics of the large-scale maps, this article is carrying on rescaling of map compilation using both filtration screening of map layers and simplification or generalization of terrain features (dots, lines, polygons). For the purpose that can display the government intention to implementation of the general version digital map's goal fully, this research plans to take the maps as the base materials in order to design and compile operational procedures for 1/25000 topographic maps. We participate that the results can be provided as reference for GIS mapping.
