Policy is the process and outcome of learning and problem solving. Policy decisions are influenced by policy-makers’ learning and cognition via analyses on information gathered from the environment of the policy issue. For this reason, China’s climate change policy is also a process of
learning. It is the outcome of learning effect and cognition change of Chinese leaders through international climate negotiations. The Social Learning Model provides insightful perspective on the study of China’s climate change policy.
