「非戰爭軍事行動」肇始於美軍1993年的軍事準則中，成為中共研究者所重視。因此，以文獻分析法，透視共軍在這方面的相關研究與實踐作為，藉以發現其未來的走向：一、加強對「非戰爭軍事行動」的戰略指導；二、加強「非戰爭軍事行動」與「政治工作」能力的基礎建設；三、構建「非戰爭軍事行動」理論體系與政治工作的場域；四、落實法規制定與專項教育訓練內涵；五、「非戰爭軍事行動」與「政治工作」是互為依存的。陳述對非傳統安全威脅的應對作為與戰略指導。同理可證，我國在非傳統安全上亦面臨諸多威脅，如水災、地震等，可借鏡中共在這方面的救援力量建構，讓我國的防災救災體系更趨完備，國軍的中心任務能百分百完成，故值得重視研究。

「Military Operations Other Than War」was initiated from the principles of US military in 1993 and draws the attention from the researchers of China. This paper seeks to understand how PLA does in 1) Strengthening the strategy guide of「Military Operations Other Than War」 2) Strengthening the basic ability ground work of「Military Operations Other Than War」and 「Political Work」 3) Building the theoretical system and political work area of 「Military Operations Other Than War」 4) Implementing regulations and specialize the education training contents. 5)「Military Operations Other Than War」 and 「Political Work」are dependent on each other.We can learn form China’s rescue infrastructure to improve our disaster management and to make sure our military center can 100% accomplished the tasks.
