識教育中心「法政與社會教學群課程」與2010 年「公務員初等考試」, 一般行政類科之「公民試題」相關性,以做為本校課程發展與修正之 參考。技職校院通識課程與國家考試向來有廣泛之相關性。以初等考 試而言,就其考題與學科的角度而言,不論政治學、法律學、社會學 或經濟學都是相當基礎的程度,由這些學科的主修生來考公民試題不 難。本研究結果發現,和「公民」試題最相關的朝陽科大通識課程領 域是政治學與法律學課程,而經濟學與社會學領域次之。另外,就朝 陽通識中心法政與社會教學組課程名稱而言,與公民試題最具相關性 的為中華民國憲法、憲政與民主、政治學、法學概論和憲法與人權等, 有55.88%的相關性;最無相關性的則是社區服務、成人教育等。此 外,經濟學與社會學領域也有38.23%的相關性,這在初等考試公民 試題的份量也很重了,本中心法政與社會教學組所提供的通識課,則 採取「補充教育」的思維開課。在以理工與管理科系為主的技職校院, 這個思維有其存在且具體又明確的理由。 另外本論文有一有趣的發現是,初等考試「一般行政類科」應考 人中,具有技職校院背景的考生比例相當高,其中以理工與管理科系 為主的技職校院畢業生報考初等考試之比例也不少,這顯示出一種可 能的現象是技職校院的畢業生對本職學能信心不夠,甚至可以說是自 認為所學不精。

英文摘要

This study aimed to investigate the role of general education curriculum at Chaoyang University of Technology in building citizen literacy in term of relevant subjects and what relevance between this curriculum and 2010 National Elementary Examinations for Civil Service Personnel. The results indicate that the design and implementation of the investigated curriculum in the general education, political science and jurisprudence academic field such as the Constitution of the Republic of China, Constitutionalism and Democracy, and Human Rights have significant relevance to the test questions of Civil Subject. The relevance of sociology and economics are significantly lower. Furthermore, some subjects such as community service, Hakka communities and culture, continuing education has no significant relevance to the test. One interesting finding in this research is that technological university graduates were highly attracted to General Administration category of the exam, so do non social science majors. These study results indicate that students did not learn what they should learn or are not interested in their majors. In addition, the test questions analysis results show that National Examinations for Elementary Civil Service Personnel only test the so-call “common sense,” not “essential academic knowledge and skills.” However, the general education curriculum at Chaoyang University of Technology offers students the opportunity to obtain the knowledge and adequate skills to success in the National Elementary Civil Service Examinations.
