中文摘要

隨著國際金融市場日益多元化且蓬勃發展,使得各國金融業快速交流,但相對也因金融業交互影響,使各國金融問題層出不窮,進而產生金融危機。我國於九十三年七月一日成立了「行政院金融監督管理委員會」,其下設證券期貨局、銀行局、保險局及檢查局等四大部門,以因應金融機構走向跨業經營趨勢,整合金融監理相關組織,推動金融監理一元化。金管會成立後,在政策擬訂流程、工作內容及福利考核等制度面都進行大幅度的改變,而這些變革或多或少造成員工在心理及生理上適應的困擾,進而影響成員的工作滿意度。而一個有效率的政府應該重視組織內員工工作滿意度,以強化公務員生產力,或付出額外努力,使組織變革能夠成功。本研究利用問卷為研究工具,針對在金管會員工進行調查,結果顯示工作特性、主管領導能力及社會關係方面對員工整體工作滿意度有顯著影響。

英文摘要

Owing to the development and innovation of international financial markets accompanied by financial scandals, the Financial Supervisory Commission (FSC)was established on July 1st,2004. The single financial regulator integrates Securities and Futures Bureau, Banking Bureau,
Insurance Bureau and Financial Examination Bureau to cope with the trend of multiple financial businesses, which move Taiwan toward single integrated financial sector supervision.The FSC made changes in policy making procedures, job context and benefit reviewing, which may bring conflict due to the adaptation of employees. To lead a successful organizational change and enhance productivity of public servants, the government should make e mphasis on inner satisfaction of employees. This paper proposed suggestions based on investigation employees of FSC by questionnaires and found thatcharacteristics of jobs, capabilities of supervisors andsocial connections may have influence on the job satisfaction of employees.
