近年來，由於紀錄技術的輕便，乃至紀錄權力的開放、紀錄影像的普及，臺灣紀錄片的發展由政宣與教化的功能，逐漸轉向常民與生活的紀實，尤其是在一九九○年代與社區總體營造結合之後，形塑了「社區影像」的文化政策。因此，本文透過回顧「社區影像」作為文化政策的歷史變遷，企圖從產製、文本與觀看的主要面向，分析影像用以營造社區的不同治理策略，包括了技術的移轉、地方的再現與影像的展示，藉此釐清其所引發的紀錄片導演或社造工作者、紀錄片作品或影像資料庫、觀看的實踐或實踐的觀看等等矛盾，並進一步提出未來深化「社區影像」的可能作法。

This article discusses the nature and transformation of “community
documentary” as cultural policy in Taiwan. It is divided into three kinds of governance strategy including transferring technique, visualizing place and exhibiting image. All the discussions of different strategy are positioned in the context of community building and stressing the tendency towards documentary as record, archive and practice.
