本研究旨在探討東協前五國高等教育服務型態,並採用比較研究法來分析東協前五國高等教育服務型態之議題,包括遠距學習、招收國際學生、國外設立分校、外國教員流動,以做為台灣高等教育之參考。研究發現:一、東協前五國之遠距學習服務型態將愈來愈頻繁;二、新、馬兩國在招收國際學生遂見成效,泰、印、菲則仍處起步階段;三、國外設立分校對吸引國際學生呈正面影響,尤其是新、馬兩國更是朝著成為區域教育樞紐之宏願邁向一大步;四、外國教員流動是東協前五國提升國內人力競爭力的方式之一。依據研究結果,本研究對台灣高等教育策略與運作提出原則性建議。
This study investigated the higher education of ASEAN five countries, focusing on the issues of distance learning, international students' recruitment, foreign branch campus, and mobility of foreign teachers. The major findings are as follows: 1. Distance learning as service models has predictably become increasingly frequent in the ASEAN five countries. 2. Singapore and Malaysia successfully attract international students; however, the recruitment of international students in Indonesia, Thailand and Philippine are still in the fledgling state. 3. The establishment of branch campuses has a positive influence on recruiting students, including international students. 4. The mobility of foreign teachers is one of the methods for enhancing the competitiveness of national economy in the ASEAN five countries. Finally, based on the findings, this study made several suggestions to the Taiwan government about the strategies and operations of transnational higher education in the future.
