「非傳統安全」(non-traditional security)強調的是一種廣義的安全觀，內含安全主體的擴大與轉換，並透過「優態共存」、「你安全我才安全」的「和合」共建安全模式或「共同治理」途徑，以期獲致良好的生存與發展環境。故近年來已被各主權國家所倚重。本文置重點於「非傳統安全」威脅與全災害對策之研究，其目的有三：第一、探討非傳統安全威脅及其對台灣安全防衛之衝擊；第二、分析當前我國在「全災害對策」所面臨的主要難題與因應作為；第三、論述國軍在災害整備與「全災害對策」的實踐。最後，作者將提出四點有關強化「全災害對策」的具體建議：(一)以完善災防法制為一切施政之本；(二)以強化複合型災害救援為先著；(三)以健全地方基層為政策行動之鎖鑰；(四)以勤訓精練為驗證全災害對策之基石。

“Non-traditional security” stresses broad security conceptsthat include the expansion and conversion security principal, andthe “excellence state of coexistence”,“You were safe and I was safe” and “harmony” to ensure asafe existence , or adopting a “common governance” approach inorder to create an environment in which survival and development areassured.For these reasons, ‘non-traditional security’ has been adopted bymany sovereign states over the past few years.This paper focuses on “Non-traditional security” and itsrelationship to the threat of disaster. There are three key purposes forthis paper:First, to explore Non-traditional security features and its impacton Taiwan’s security and defense.Second, to analyze the “all-hazards approach” and to observe themain challenges it has to cope with.Third, to discuss the role of the military in preparing for disaster. Finally, the author makes four policy suggestions for strengtheningthe “all-hazards approach”:(a) improve disaster prevention policy in all areas of the legalsystem;(b) strengthen compound disaster relief abilitise;(c) improve local bureaucratic policy action;(d) create a solid foundation of disaster response training.
