本研究旨在建構國民中學教育公平指標,指標架構在橫軸部分採用CIPP模式,在縱軸部分包含社會結構、法律制度、個別差異、補償措施及適性發展等五個層面;指標內容則包括性別、年齡、種族、社經背景、區域、機構等要素。指標雛形建構完成後,經由六位國民中學實務工作者進行專家效度檢視修訂,以及18位學者與實務工作者進行三次德懷術諮詢,執行指標重要性之篩選與權重分析,共建構國民中學教育公平指標48項,其中各指標相對權重、排序及重要性可做為未來推動國民中學教育公平政策規劃優先順序之參考。
The purpose of this study was to construct the educational equity indicators of junior high schools. The horizontal axis of the indicator framework applied CIPP model, and the vertical axis included social structure, law system, individual difference, compensation measures and adaptive development. The elements of the indicators contained gender, age, race, socioeconomic status, area, and institution. At the design stage, 6 practice workers in junior high school examined the embryo to establish content validity. Then the Delphi technique was used to select the importance of the indicators and analyze the weight. The panel of experts included 18 scholars and practice workers. The research suggested 48 indicators of the educational equity indicator of junior high school. The weight, sort and importance of indicators can be used to decide the priority of educational equity policy of junior high school.
