本文嘗試先探討美國撰寫國防文件的背景與戰略思維的演進，並在後段文章中，描述2009年台灣QDR的背景與特色，並以指導性、外交性、整合性三角度來對台每QDR做出分析。最後在總結中，嘗試對預定於2013年公佈的台灣QDR做出些許的精近建議。

This paper first examines the evolution of the process and strategic
thinking behind the production of United States’ national defense reports,
The latter section describes the background and characteristics of
Taiwan’s first QDR, which was published in 2009. The QDRs of the US
and Taiwan are analyzed from three perspectives: guidance, diplomacy,
and integration. The concluding section offers several recommendations
for Taiwan’s 2013 QDR.
