特色學校之經營是時代的趨勢，亦是提升學校競爭力的重要力量，且於未來將成為學校經營研究的重要議題。據此，本研究旨在透過國外特色學校的發展經驗，建構我國特色學校經營實施方案，分析其實施方式與辦理程序，透過學校人員觀念的改變、學校組織結構的調整、行政領導管理的效能、課程教學的活化、制度環境的建置、社區人士的支持，讓學校因為特色方案的成功成為品牌學校，並做為學校推動特色方案經營之參考。
