在教育領域有遵循法令規定、信奉專業規範及成果導向三種績效系統。法令績效系統將學校視為有固定程序體系並容許成果差異,教育人員必須遵循規定並對科層體系負責。在專業規範系統,教育人員有責任遵循標準並對同儕負責。在成果績效系統之下,教育人員對學生學習和社會大眾負責。本文發現:在衡量學生數學、科學學習表現上,我國數理教育績效頗佳。但學生閱讀學習表現,我國教育績效差強人意,在閱讀教育方面仍有很大的努力空間。
In education there are three main types of accountability systems: (1) compliance with regulations, (2) adherence to professional norms, and (3) results driven. In terms of results driven system, from the two examples of PISA and TIMSS, the relevant results has shown that Taiwan' students perform very well in science and math, but their performances in reading are far behind than expected.
