本研究主要在討論中央與地方層級課程教學推動組織調整的問題,並提出推動組織重構之原則,包括四個主要的組織定位問題為:縣市層級行政推動組織的雙軌或統合化、中央輔導組織的隸屬單位、中央與地方輔導組織的構成,以及中央與地方輔導組織的法制化。筆者認為,未來組織的重構應至少掌握兩個原則:一、三級推動組織皆應有權有能,專業與法理權威應雙轡並行,所以,須有專業與行政組織的上位協調者;二、行政管理體系須補強課程審議、視導與評鑑的組織,以期與專業協作組織相輔相成。

英文摘要

This article aims to discuss the current problems of organizational restructure for curriculum and teaching promotion, and propose the principles to the problems. The four problems of the organizational restructure were as follows: (1) Dual track or integration of administrative organization for curriculum and teaching promotion on at county level; (2) The subordinate department for organization for center consulting of curriculum and instruction; (3) The organizational structure for consulting of curriculum and instruction at center and county level; (4) The legalization for consulting of curriculum and instruction at center and county level. The authors propose two principles about the organizational restructure for curriculum and teaching promotion, which are: (1) The organization of curriculum and teaching promotion must have been given both professional authority and legal authority; (2) The administrative organization must strengthen the organizational function for curriculum reviewal, supervision and evaluation.
