西漢初期有眾多社會問題，其中之一就是貨幣相關的問題。活動於漢文帝 時代的賈誼亦注意到這個問題。他爲何涉及這個問題？如何看待鑄錢問題？本 文首先概述秦漢貨幣政策，釐清漢文帝貨幣對策的目的。其次，通過《賈誼新 書》的描述，探討它的問題意識、貨幣對策的要旨，以及其與《賈誼新書》整 體思想的關係。結論則指出以下三點：第一，《賈誼新書》貨幣對策確是受 《管子》思想的影響；第二，雖承《管子》經濟思想的啓發，但《賈誼新書》 主要是以奠定「經制」爲目標，並非僅是解決經濟問題的；第三，漢文帝始終 是從現實經濟的角度，謀求消除錢幣混亂與物價上漲，並新設「顧租」以圖漢 朝的增收，而對諸侯王、寵臣、商賈始終保持寬容的態度，故與注重「經制」 的賈誼之間發生見解上的衝突，是無法避免的。《賈誼新書》的貨幣對策中明 顯有著重視「經制」的思想架構，即是重「禮」的側面。《賈誼新書》對錢幣 問題，也主要是從「禮」的觀點出發。總之，對《賈誼新書》而言，錢幣不僅是經濟工具，而更是政治工具，此點値得留意。

Private coinage is one of the social problems in the early Western Han Dynasty, and Jia Yi，a thinker during the reign of Emperor Wen of Han, pays attention to this problem. This article first outlines the monetary measures of the Qin and Han Dynasties and clarifies the purpose of Emperor Wen’s monetary countermeasures. Secondly，it examines Jia Yi"s Jiayixinshu，investigating Jia Yi#s awareness of the issue，the main points of his monetary measures，and this problem’s position in the whole thought system of the Jiayixinshu. There are three conclusions. First，Jia Yi%s monetary measures are influenced by Guanzi! economic thought. Second，although Jia Yi is inspired by Guanzi" economic thought，his principal purpose is not to resolve economic problems，but to establish a hierarchical society called jingzhi. Third，the monetary measures in the Jiayixinshu distinctly surround the thought system of the jingzhi，which takes etiquette as its core. However，Emperor Wen deals with inflation and other monetary disorders from an economical viewpoint throughout， and therefore founds the new tax law guzu and keeps a permissive attitude toward feudal lords， officials and merchants， which inevitably conflicts with the jingzhi that Jia Yi puts emphasis on. In conclusion，money is not only an economical means，but also a political means in the ideas of the Jiayixinshu.
