With the rapid development of the knowledge economy, governments have persistently implemented policies for encouraging the university-industry collaboration. However, due to the blurred influence of the performance of governmental university-industry collaboration policies, the study endeavors to understand whether the government's incentive policies have a positive relation to the university-industry collaboration environmental foundation within universities. Multi-faceted analyses, including management mechanisms, regulation implementation and innovation climate of university-industry collaboration, were conducted. The results showed that the universities subsidized by governmental incentive programs had more funding resources to set up formal management mechanisms which would be helpful for the universities，handling university-industry collaboration activities. The results also manifested that the governmental incentive programs had a positive relation to pushing academics/faculty members to engage in university-industry collaboration activities and assisting universities in ameliorating university-industry collaboration regulations. Finally, with regard to the development of innovation climate, the study demonstrated that the governmental incentive programs indeed presented a positive relation to supporting universities to construct a better innovative environment.
